I am the owner of the property but the final water bill was left unpaid by my previous tenant. Why am I required to pay it?

Water utility service is not like other utilities, such as Com Ed and Nicor whereas the outstanding balances follow the account holder. Water bill balances remains with the property and therefore; becomes the responsibility of the homeowner. These balances will need to be paid in full before we can accept a deposit from a new tenant.
